Oulu, European Capital of Culture 2026, Finland

Tom Fleming worked as expert adviser role to the city's bid, drawing on his experience successfully bidding and delivering programmes for European Capitals of Culture in other parts of Europe. Oulu is a dynamic city in the north west of Finland. It has a distinctive and ambitious agenda to drive 'Cultural Climate Change'. Oulu was successfully announced as European Capital of Culture for 2026 - marking a huge achievement for the city.
